If I'm reading the OT policy correctly, as I re-read it, the eight hours of paid holiday time on Monday do not count as part of calculating hours worked for Overtime purposes. So, I only worked 38.5 hours instead of 46.5
Now, if my hours worked do not go over 40, they are not obligated to pay me for any overtime or time worked, if I read this right.

However, they should be paying you regular hourly wages for the hours you actually worked up to working an actual 40 hours, even if that brings the weekly total, including the 8 hours of holiday, over 40.

Still, getting time and a half wouldn't have sucked, and most weeks, that's exactly what would have happened.

I work for the Federal Researve Bank, yes. But it is a private organization because it needs to be separate from the government.
