I don't know if it's what your friend is looking for, but let me say that at least the work location sounds good. The public transit system in the Beaverton/Portland location is really good.
I admit I'm biased, since Portland OR is sort of my home town, but it's a really nice city, not overly expensive to live in, and generally has nice people about. Just thought I'd comment.
